Imran Ismail Governor of Sindh

Mr. Imran Ismail is the 33rd Governor of Sindh, having assumed office on August 27, 2018. Mr. Imran Ismail is a trusted aide of Prime Minister Imran Khan. He has been on the side of the Prime Minister from the very start of his political struggle. Having trust and confidence on Mr. Ismail, Honorable Prime Minister Imran Khan nominated him for the post of Governor of Sindh.

Professor Dr. S Akbar Zaidi is a renowned political economist with an experience of over 36 years of teaching and research in Pakistan and abroad. His area of interest in research includes: political economy, development, social sciences and history.

He completed his PhD in History from the University of Cambridge in 2009, MPhil in Economics from the University of Cambridge in 1993, MSc in Social Planning in Developing Countries from the London School of Economics and Political Science in 1982 and BSc (Hons.) in Economics from University College London in 1980.

His name has been associated with many renowned organizations globally including Columbia University, Johns Hopkins University, University of Oxford, IBA Karachi, United States Institute of Peace, United Nations Development Programme (UNDP) Pakistan, the World Bank, Department for International Development (DFID), University of Karachi, State Bank of Pakistan, United Nations Children's Fund (UNICEF), Department for International Development, Pakistan Poverty Alleviation Fund (PPAF), Aga Khan Foundation (Pakistan) etc.

Currently, he is serving as a Professor at Columbia University, New York, since 2010, and has a joint position at the School of International and Public Affairs (SIPA), and at the Department of Middle Eastern, South Asian, and African Studies (MESAAS). He is also an Adjunct Professor at the IBA Karachi. Moreover, he taught at the School of Advanced International Studies, Johns Hopkins University, from 2004-2005 as a visiting professor. He was the review editor of the Global Social Policy, McMaster's University, Canada during 2006-2011. He was also associated with the Applied Economics Research Centre, University of Karachi as a senior research economist.

Dr. Zaidi has written over 75 academic articles in international journals and as chapters in books. Amongst his books, are: Military, Civil Society and Democratization in Pakistan (2011), The New Development Paradigm: Papers on Institutions, NGOs, Gender and Local Government (1999), and Pakistan's Economic and Social Development: The Domestic, Regional and Global Context (2004).His recent books include Issues in Pakistan's Economy: A Political Economy Perspective published by Oxford University Press in 2015, and a co-edited volume entitled New Perspectives on Pakistan's Political Economy: State, Class and Social Change, published by Cambridge University Press in April 2019. Dr. Zaidi is currently serving as the Executive Director, IBA Karachi.

Lant Pritchett is a development economist from Idaho. He graduated from BYU in 1983 and from MIT with a PhD in Economics in 1988. He worked with the World Bank from 1988 to 2007, living in Indonesia 1998-2000 and India 2004-2007. He taught at the Harvard Kennedy School from 2000 to 2018 (on leave from 2004-2007, 2012-13, 2018-2019) where he was, at times, the Faculty Chair of the MPA/ID Degree program.

He has published over a hundred books, journal articles, working papers with over fifty different co-authors and has over 38,000 citations on development topics from education to economic growth to state capability to labor mobility (and more). He is currently affiliated with Oxford's Blavatnik School of Government

Dr. Nadeem Ul Haque Vice Chancellor, Pakistan Institute of Development Economics

Dr. Nadeem ul Haque is currently the Vice Chancellor of Pakistan Institute of Development Economics, Quaid-e-Azam University Campus, Islamabad. He also served as the deputy chairman of the Planning Commission of Pakistan. Apart from his extensive work in Pakistan, Nadeem ul Haque worked for the International Monetary Fund for 24 years. During his long and illustrious affiliation with the IMF, he implemented public structure reform in Sri Lanka and worked with two central banks to organize a modernization effort, which included improvements in the monetary framework and the policy formulation process. Dr. Nadeem-ul-Haque is also a published author with five books and over fifty articles in various publications to his credit.

Mr. Khan is an eminent economist with wide-ranging experience of both public and private sectors. He has done Ph.D in Economics and M.A. in Political Economy from Boston University Massachusetts, USA and has done M.A. in Economics and L.L.B. from University of Karachi. Presently, he is serving as Federal Secretary for Finance Division. Prior to this, Dr. Khan has held several prestigious positions in the Federal Government including Special Secretary to the Prime Minister, Secretary Finance Division, Secretary Economic Affairs Division, Secretary Petroleum & Natural Resources and Secretary Textile Industry. He also has the experience of teaching macroeconomics at graduate level at Pakistan Institute of Development Economics (PIDE).Apart from having several institutional and personal publications to his credit, he has served on the Boards of important national and international institutions including Islamic Development Bank, National Bank of Pakistan, Pakistan International Airlines, PTCL and Pak-Oman Investment Company etc.

Dr. Miftah Ismail holds a PhD in Public Finance and Political Economy from the Wharton School of Business, University of Pennsylvania. He earned a BS degree in Economics and Mathematics from Duquesne University, Pittsburgh, USA, and Master's degree from the Wharton School, University of Pennsylvania. He has served as Federal Minister of Finance, Revenue and Economic Affairs, Special Assistant to the Prime Minister and Chairman Prime Minister's Office, Board of Investment. He is a professional economist and has worked with the IMF before coming back to Pakistan. He has a proven track record of leading some of the prestigious names in the Country including Sui Northern Gas Company Pakistan, Pakistan International Airlines Corporation, Punjab Board of Investment and Trade, Ismail Industries Ltd, and Candyland Confectionery and Astroplastics Pvt. Limited. He has also been a visiting faculty member at the Institute of Business Administration (IBA) Karachi.

Dr. Aisha Ghaus Pasha, An Economist, researcher and academic will be joining as one of the panelists on the theme Growth and Economic Stability: Challenges and Prospects in the conference

She obtained the degrees of BA (Hons), M.A (Economics) and Master of Applied Science in Economics from University of Karachi, Karachi. She did her Ph.D. in Economics from the University of Leeds, UK in 1991. An economist/ academic, who has served as Professor, as Managing Director/Consultant, as Chairperson, as Member, as Technical Advisor and as Senior Fellow in various National and Provincial organizations. She is also associated with several Government Departments as Technical Expert. She has been the Head of two important think tanks in Pakistan including Social Policy and Development Centre Karachi, and the Institute of Public Policy, BNU Lahore. She has been a Member, Board of Directors in Pakistan Poverty Alleviation Fund. She served as a consultant in various international and bilateral organizations like United Nations Department of Economic and Social Affairs. She has published over 75 books, reports/articles in national and international journals. She was elected as Member, Provincial Assembly of the Punjab in general elections 2013 against one of the seats reserved for women and is functioning as Minister for Finance. Her husband, a former Federal Minister, is also a distinguished economist of Pakistan.

Mr. Sakib Sherani is a former Economic Advisor of the Ministry of Finance (GoP) and currently heads Macro Economic Insights (Pvt) Ltd, a consultancy firm based in Islamabad. He has a wide range of senior-level experience in public policy, corporate management (board-level), financial services and not-for-profit organizations. Amongst his key works has been the production of the Economic Survey which served as the annual flagship publication of the government on the state of the economy. He was integrally involved in the formulation of the federal budget for 2008 & 2009, as well as in negotiations with provinces on the 7th National Finance Commission (NFC) Award in 2009. Being an economic advisor to the Prime Minister, he had been engaged in producing macroeconomic frameworks, implementing economic policy reforms, negotiating with financial institutions, restructuring public sector enterprises and social protection measures. To actively influence public policy, Mr. Sherani has served the Planning Commission and has held Directorships for Policy Institutes and Social Support Programs including the Social Policy and Development Centre (SPDC) and Rural Support Programs Network (RSPN). Aasim Sajjad Akhtar Associate Professor Political Economy at the National Institute of Pakistan Studies, Quaid-e-Azam University

Aasim Sajjad Akhtar is an Associate Professor of Political Economy at the National Institute of Pakistan Studies, Quaid-e-Azam University. He was previously at the Lahore University of Management Sciences (LUMS). ASA works on diverse subjects such as state theory, informality, colonial history, and social movements. He has published widely in journals such as Third World Quarterly, Journal of Contemporary Asia, Journal of Peasant Studies, and Critical Asian Studies. He is also the author of three books, most recently The Politics of Common Sense: State, Society and Culture in Pakistan (Cambridge, 2018). ASA also writes a syndicated column for Pakistan's newspaper-of-record, DAWN. Alongside his academic pursuits, ASA has also been closely affiliated with political and social movements in Pakistan for more than two decades.

Ayesha Khan works at the Collective for Social Science Research in Karachi, where she has conducted a range of field-based studies in the area of gender and development. She is author of The Women's Movement in Pakistan: Activism, Islam and Democracy, published in 2018. Ayesha is Visiting Faculty at IBA and currently pursuing a PhD by Published Works at the Institute for Development Studies in the UK.









Asim Bashir Khan PhD Scholar Department of Economics and Finance IBA-Karachi.

Asim Bashir Khan is an economist and PhD Scholar in department of Economics and Finance IBA-Karachi.

He was technical expert for the Ninth National Finance Commission, Government of Balochistan. More recently he designed the Government of Sindh's (GOS) integrated strategy for economic recovery and plan for fiscal stimulus in the aftermath of the COVID-19 crisis. As a public servant he served GOS on energy, investment, trade, public policy and reforms and as a member of the working group of Sindh's Provincial Finance Commission. He has recently authored book on education reforms for out-of-school children in Pakistan.

As a public finance and fiscal decentralization expert, he worked with a number of international organizations, institutions on urban, local government reforms and designing of performance-based grant systems for Karachi's Local Governments. Besides his work on tax reforms, his study on agricultural income tax and land revenue is an integral part of the "Sindh Agriculture Income Tax Study - Options for Reforms" Sindh Fiscal Management.

Khan is also a trainer of data journalism for national and international journalism institutes, Centre of Excellence in Journalism-IBA, Pakistan Press Foundation, Deutsche Welle Germany, Sri Lanka Press Institute, College of Journalism Colombo.

Sikander Bizenjo Alternative Strategies for Controlling Income Tax Evasion and Co-Founder – Balochistan Youth Action Committee

Sikander Bizenjo is External Engagements Manager at the Dawood Hercules Corporation. He engages with global thought-leadership, multilateral organizations and international stakeholders to learn, contribute and work together towards a sustainable world. He is also the curator of Global Shapers Karachi – the youth initiative of the World Economic Forum and the co-founder of Balochistan Youth Action Committee (BYAC). Sikander Bizenjo is a development economist with over four years of experience in complex development environments. His most recent assignment was to head the center for entrepreneurship and innovation at Karachi School of Business and Leadership (KSBL). They successfully piloted and trained youth-led businesses from lower-income and marginalized communities of Karachi. They have trained and mentored businesses ranging from beauty salons, tea stalls to mechanics. He has over eight years of volunteering experience from Pakistan, UK, Malaysia and Denmark. Sikander has also served at the Ministry of Planning, Development and Reforms at the office of Chief Economist of Pakistan.

In 2016, he worked as the coordinator of Alif Ailaan – Pakistan's largest educational campaign where he spearheaded a myriad of policies for the local and Sindh government to bring education, mainly Mathematics and Science studies, at the front of public discourse in the country. At KSBL, Sikander leads programs to promote youth-led businesses from lower-income and marginalized communities of Karachi. They have trained and mentored businesses ranging from beauty salons, tea stalls to mechanics. He has over eight years of volunteering experience from Pakistan, UK, Malaysia and Denmark. His focus areas are youth empowerment, inclusive education and gender equality.

Javed Younas is a Professor of Economics at American University of Sharjah. He is also affiliated with the Centre for Economic Research in Pakistan, Lahore, as a Research Fellow. In his previous academic/research positions, he has been an Aman Research Fellow at Harvard University, a Short-term Visiting Scholar at the Federal Reserve Bank of St. Louis and a faculty member at Central Michigan University. He had been the editor of SBP Research Bulletin, and author of several research papers on topics relating mainly to income, growth, and inflation. Dr. Asma Hyder Professor and Dean SESS

Dr. Asma Hyder is a Professor of Economics and Dean of the School of Economics and Social Sciences. Dr. Hyder is also a former Member Social Sector & Devolution at Planning Commission, Pakistan. She is a recipient of the J. William Fulbright Prize for International Understanding. She completed her Postdoctorate at the University of Pennsylvania, USA. She was a research fellow and affiliate at Sussex University, London School of Economics and Political Science (UK), and Carleton University, Canada. Most of her research attempts to explore wage distributions, labor markets, and household behaviors. Her major contribution to the Economics literature is based on household behaviors during a crisis in the world's most impoverished societies. Her work on an international study, 'Young Lives (YL),' and 'Malawi Longitudinal Study of Families and Health' (MLSFH) explores the impact of climate change on child wellbeing outcomes, i.e. cognitive and non-cognitive skills, health and food consumption, is highly cited in Economics literature. She won the grant on 'Happiness in a Developing Society', which significantly contributed to the national debate on the subject.

The Department of Economics at IBA Karachi offers undergraduate, graduate and postgraduate degree programs namely, BS Economics, BS Economics & Mathematics, MS Economics and PhD Economics. These programs have enriched curriculums that include wide range of theoretical and empirical courses ranging from foundation to advanced level to equip students with the knowledge and skills to meet the emerging needs of rapidly changing global economic environment. These courses are complemented by extensive laboratory sessions aimed at giving hands on experience of data handling and analysis through advanced and sophisticated software.

The highly qualified and experienced faculty members enable and foster this learning environment through their sheer dedication, hard work and passion for the subject. This is the reason that, as of today, Department of Economics has the highest number of full professors at IBA Karachi. We have organized ourselves into communities that have become increasingly interwoven and interdependent. Every day we learn and unlearn how to live with each other in ways that are fairer, more egalitarian, and more just. At the same time, we also work every day to exploit social inter-dependence for the benefit of the few. Research has a crucial role to play in this ongoing dynamic. We know today that societies prosper when we have a better understanding of the relationships within them. And at its core, this is the knowledge that students of the Social Sciences and Humanities seek.

The goal of CBER is to provide an infrastructure to support the work of scholars in the Social Sciences, Business and Humanities to conduct research that is interesting, rigorous, and relevant. These are exciting times for research. We have unprecedented access to big data, a variety of mixed methods, digital archives, and open-source tools. There are increasing opportunities to link academic research to policy initiatives and build bridges across the academic, development, private and public sectors. To this end, CBER has taken a number of initiatives. We bring faculty members together to discuss their research in our Brown Bag Series. We work on resource mobilization through grant writing. One of our main goals is to coordinate across research initiatives and develop connections inside and outside Pakistan. We emphasize inter-disciplinary research and encourage researchers to venture beyond their disciplinary limits in order to arrive at fuller, more nuanced understandings of their research questions. We have also initiated an International Annual Conference series with which we hope to establish a strong, resilient, and cutting-edge research tradition at IBA.

With every passing day, we have new experiences to make sense of and new problems to solve. One thing that has become apparent is that we cannot solve these problems in isolation. We invite you to share your work with us. The art of inquiry comes in many forms, and we support a wide range of initiatives. Interdisciplinary research and collaboration is absolutely essential for understanding the world, and perhaps in that pursuit, making it a little better.

Sarah Nizamani Research Fellow CBER

Sarah Nizamani is a development economist by training and currently working is an early researcher at the IBA Karachi. Previously she has worked with Berkman Klein Center at Harvard University,Pakistan Institute of Development Economics , Climate Reality Hub and is an Op-ed writer at Dawn Newspaper

Her research and writing is rooted on understanding human development and human capital accumulation. Previously she has on studied inequality of opportunities where her work combines socioeconomic micro-level household data with econometric techniques to analyze the distribution of opportunities. Her research on nexus in between economic growth and taxation has been published in several newspapers. Previously she has taught and assisted MPhil students with their coursework in macroeconomics and development economics at Applied Economics Research Center, University of Karachi.
